Michaels is delighted to welcome new Vice President of Development, Rosa Estrada to our team. She joins us in our Mid-Atlantic Regional office. 

Michaels is delighted to welcome new Vice President of Development, Rosa Estrada to our team. She joins us in our Mid-Atlantic Regional office.

She is a tenacious problem solver and team and equity builder with 20+ years of progressive urban planning, placemaking and mission-driven affordable development experience. Her areas of expertise include real estate finance and development, complex large multi-phase mixed-use developments, transit-oriented development, stakeholder engagement, partnership development, and project and relationship management.

Prior to joining Michaels, Rosa spent five years with Wesley Housing where she served as Director of Real Estate Development, responsible for managing a team of developers through development concept, acquisition, entitlements, underwriting, design and construction closing of 350 units worth $133 million.

As a private developer and consultant with extensive mixed income and mixed-use experience, Rosa underwritten, financed and/or developed properties in diverse geographic areas that include Pennsylvania, Washington, DC, Maryland, Virginia, North Carolina, Florida, and Puerto Rico. She is known for her proficiency with transformation of communities using RAD, HOPE VI, NSP, Choice Neighborhoods, Mixed-Finance, LIHTC, NMTC and mixed-use, AHP and other private and public resources.

Previous to her work with Wesley, Rosa was the principal and founder of The Strada Group, a housing advisory services firm, and worked with Pennrose Properties and The Community Builders. She is the former Assistant Commissioner for Development for Baltimore Housing, and one of the original HOPE VI staff professionals at The Department of Housing and Urban Development. Rosa graduated magna cum laude from DePaul University and holds a Masters of Public Administration from the University of Pittsburgh.
