MidPen Completes Bay Area Affordable Housing Community Fair Haven Commons

Construction began in 2022 with Deacon Construction serving as the general contractor and Mogavero Architects providing design services.

MidPen Housing has officially opened Fair Haven Commons, a 72-unit affordable community in Fairfield, California. This property marks MidPen’s third development in the city.

The all-electric community features studio and one- to three-bedroom floorplans ranging between 503 and 1,135 square feet. Amenities include a community room, outdoor recreation areas and secure bike parking.

Apartments are reserved for residents earning between 20 and 60 percent of Area Median Income. Furthermore, 44 units are set aside for households who are at risk of or are experiencing homelessness.

Solano County’s Behavioral Health Division and MidPen Services provide rental assistance and coaching, workforce development, health programs, as well as food assistance and supportive solutions.

MidPen developed Fair Haven Commons on an underutilized and vacant lot at 1695 Sunset Ave. Downtown San Francisco is roughly 47 miles southwest, while downtown Sacramento, Calif., is less than 44 miles northeast. The community is within walking distance of Dover Park, which features a playground, a fishing pond and walking paths.

Funding for the project included a $27 million construction financing package issued by Wells Fargo, as well as a $2.2 million note originated by the Fairfield Housing Authority and $2.5 million issued by a private lender. Additionally, the project also secured $2 million from the federal 4 percent LIHTC program.

The City of Fairfield, California Community Reinvestment Corporation, California Department of Housing and Community Development, Solano County, Community Action Partnership of Solano, Joint Powers Authority, Federal Home Loan Bank of San Francisco and the California Energy Commission provided additional funds.

Established in 1970, MidPen’s $2.9 billion portfolio encompasses 137 managed properties while its pipeline consists of 1,372 units under construction and 4,636 apartments in the planning and permitting stages. Earlier this year, MidPen Housing began work on another affordable project in California by joining forces with EPACANDO. Colibri Commons, a 136-unit development in East Palo Alto, Calif., will reach completion in the summer of 2025.
